My sons are not circumcised, however I worked as a nurse for many years and had a career in the Air Force working primarily with men of all ages. The way a healed circumcision looks is slightly different for each man/boy. It will depend on exactly how much foreskin was removed, how the incision healed, and how large the penis actually becomes during puberty. Some men who were circumcised will have a little more loose skin than others, some will have a lot, some almost none. How much depends on the doctor who performed the procedure and what method they used to do it. If it was accomplished with a ring, usually there is little to no scarring noticeable. If it was done using a bell to cover the head of the penis while the foreskin was cut, or if the doctor did it "freehand", then there will be a more visible scar sometimes. I don't think the visibility of the scar is really that big a concern, given that it isn't a widely viewed area of the body, the usual concern with scarring is in cases where keloids are formed, and the area overscars. In newborns this is not usually a problem.
If you have concerns over your son's circumcision, the best person to evaluate it would be a pediatric urologist, or even a regular urologist. If there is a problem this would be the person to correct it, or to advise you what can or should be done. It may be a perfectly normal variation that you are seeing- and one that doesn't need to worry you. On the other hand, if there is a problem, it would be easier to have corrected in infancy.
In the meantime, don't worry that he doesn't look like what you thought it would look like. He may not be a complete "helmet head", and it is quite acceptable to have a bit of a "turtle neck" look. Anything in between is normal. But by all means, if it worrys you, have the urologist have a peek. Please excuse the quote marks- as I wanted to avoid a graphic explaination, and I think you will get the idea from what I chose to say instead. .
