Get a doctor to assign a home health agency to case manage your parents. Get a social worker who can arrange for reimbursement from a state agency. Depending upon how "sick" your parents are, they assign a certain number of "hours" that is associated with a certain income. Sometimes you can get 40 hours per month of pay (and it's not that much, around 8 to 10 dollars an hour) and up to more than 300 hours per month.

It's called In Home Support Services, or IHSS. Google it.
