Excavation was done under one side in order to reduce tilt. Lead and concrete in the base, but not to make it vertical, just to stop it leaning further. It is too valuable as a tourist attraction.

Nobody wants to verticalize the tower.

Nobody would want to get their picture taken with a backdrop of the "Vertical Tower of Pisa"

they just want to keep it from leaning further. Last I heard they were injecting high pressure concrete under foundation to shore it up a bit, and removing a little soil on the other side of the tower.
