I have cut and styled hairpieces for 20 years and I don't have a Cosmo license. It's actually a retail question. I have a business tax id. I called the County offices and they told me how to do that and the cost was 25 dollars. Have fun---I love it.

No I do it almost everyday. There are so many people out there who have license and need to give them back.
