Legaly it's Citizenship.
1. If parents are Indian and living in India, kid will be Indian.
2. If parents are Non Residence Indian, Kid will have choice to select the citizenship before he/she turns 18. For example, If parents are Indian origin with British Citizenship, a kid can select between British Citizenship OR Indian Citizenship beofre he/she turns 18
...........But most important is feeling and pride of being an Indian !!

It depends on what kind of Indian you're looking for. Are you asking about an Indian from the Middle East, or an Indian also known as a American Indian?
If you're referring to a Middle Eastern Indian then it would be "people of origin from India".
An American Indian would be "an inhabitant of the Americas before the European discovery of the Americas in the late 15th century, as well as many present-day ethnic groups who identify themselves with those historical peoples".

there are more than 250 countries in this world. India is known for its culture and dignity. if u say what an indian is, basically its a human who may be rich or poor but is full of love & warmness with respect for everyone and unity. u'll say i am over-appraising my country/countrymen,, but no, its the truth.

lets put it this way, people born in India and whose parents are of an Indian origin are Indians... India has a lot of religions, communities, etc, people of different regions speak different languages.
