NO ABSOLUTELY NOT. IF they were married and this type of thing was done you could end up dead. Jealousy is very unforgiving especially in friendships--it kills them.

Don't do anything stupid. Find a man who will treat you right and doesn't not flirt with others while in a relationship. You are asking for some serious drama and are willing to end a friendship over a person because you have feelings for them. Can you see marrying the man? Being intimate with him? Bearing his children? Can you bear the thought of being hated for stealing someone else's partner? Think about this thoroughly. Someone's emotions are involved and you should NEVER mess with those. People kill themselves over things like this or even worse they come to hunt you down for stealing a person away from them. Just because their relationship looks like it is failing you don't have the right to slip in and try to get what you want from the guy. That is sleazy and shows you are willing to make very bad character choices.

He's still your friend's boyfriend and HE'S OFF LIMITS. Until he's officially not with your friend he's lassier faire. Why would you want to mess with your friend's man anyway? Do you have a problem meeting one on your own, seems like it since you want to date your friend's man. You need to get your own man and leave your friend's man alone if she found out what she's doing she won't trust you with any guy she dates. If you were a real friend you wouldnt think of trying to make a play for your friend's man. Be careful because what goes around comes around. Is going after your friend's man worth losing your friendship over? Don't speculate the status of another person's relationship unless they tell you directly what the deal is because you're assuming that because your friend and this guy arent talking that he's free game. Don't set yourself up to get hurt because I would rather keep a friend than to go behind her back and attempt to steal her man. You should be ashamed of yourself.

No it's not ok. How would you like ANYONE to make a move on your boyfriend? Besides have you every heard of the notion of loyalty to friends? It is better to be innocent than sorry.
