Drinking 8 glasses of milk a day is a very bad idea! I have just come from answering a question about the health-giving properties of milk... to find this one!
Basically, drinking milk regularly is NOT good for you - the whole 'milk is healthy' thing is a myth promoted to make lots of money for milk marketers (not even the farmers, usually) and 8 glasses a day is way too much!
You leave yourself open to cancer, Crohn's disease, diabetes, food-allergic responses, oesteoporosis, massive weight & digestive problems, asthma, eczema, autism, gastroenteritis, iron deficiency and a host of other problems.
If you then don't drink any water either, you are just going to pile misery on misery!

No, milk is totally different than water. You should drink water instead of too much milk.

not at all, water has different properties in the body. the milk is good for bones, but it won't help your kidney
i'm not a doctor, but my father is, so belive me when i say that water is way much more important than milk.

Milk doesnt have water in it.
I count tea as my water because its just flavored with a bag and its water. Same with powderd jucie. I dont think its right but i do it anyways.

If you are just trying to get enough fluids, it should be okay. But milk has a lot more calories, so if you are trying to lose weight, it should be a clear, non-caloric liquid (which is why Crystal Light is popular.)

As far as your liquid requirement, yes, milk counts! Even coffee and wine count. Soy milk would count. Chocolate milk counts too!
Other effects might not be so desirable though--calories, digestibility, etcetera.
