If you go to the Justice of the Peace/County Courthouse and have a Civil Marriage Ceremony it will cost you $40 (You DO NOT have to tip a justice of the peace at the courthouse, it isnt the same as if he/she went to a ceremony site and performed in front of your guests)

Depending on where you are in SD you could also consider driving across the state border to NE, the cost of a wedding license is cheaper (but make sure you consider the cost of gas from where you are to find out if it is truly cheaper)

Court House. Get your marriage license and is done. You don;t have to do nothing else. This will run for about $40 dollars.
I would, however, buy a small cake in Walmart, $ 15 and a bottle of sparkling wine: $ 5. Here it is...$ 60 dollars.
Wear a pretty dress (no jeans! you will regret it later). And fix your hair pretty. Have a friend take a couple of pictures at the park outside or at the park's gazebo.

Less than $60, probably not. Marriage licences usually run $50, and then you have to pay/tip the judge who marries you. A $10 tip is insulting. You may be able to pull it off for $100, though.

You'll probably have to go to the courthouse for that amount. Sorry. Even if you had it in a park you'd have to rent a pavilion and pay the minister. Do you know anyone who has a nice home who would host it?

try the park in wv it is free to use grass but the shelters cost that is what i am doing
