let's say you ask a guy a question about homework. and you're pretty sure he likes you, cuz he wont stop staring at you in class.. he answers your question, and says that if you have any more questions you should call him and he gives you his number. now i dont talk to him in school. what does this all mean?

It means if you have any questions to call him! Obviously if he hated you and didnt want to talk to you he would have not mentioned it and surely he wouldnt have given you his phone number. So-- either find a homework question you need help with and call him- otherwise call him and say, "i dont need help.. but was just making sure you didnt need help either".. bam you just opened the door.

I think it means he wants you to call him. Think of a question...the more thought it requires the better. You can even ask him about a class you do not have together. It might start a good conversation. :)

what does it mean? based on how I see it, there is a guy who is nice to you and you are not talking to him. simple as that.
there is also a possibility you are taking advantage that he likes you. i advice you to be careful.
