Locate "EXCEL.EXE" in your Office folder and drag the icon to your desktop while holding down the right mouse button. When you release the mouse button, you will be presented with a pop-up. Select the "Create Shortcuts Here" option in that pop-up.
Now you will see a shortcut for Excel.exe on your desktop. Make sure it is a shortcut by looking for the small arrow on the icon. If you don't see the small arrow, you copied the program itself instead of creating a shortcut. Put the program back where it was and try the first paragraph again.
Now, in My Computer, go to C: \ Documents and Settings \ All Users. Place a copy of the shortcut in the "All Users" folder.
Now when you look in the "All Programs" menu, Excel should be there. Go back and rename the shortcut anything you want. Microsoft simply uses "Microsoft Excel" for the shortcut name.
You can now drag that Excel icon anywhere you want in the "All Programs" menu, including into other folders.
You can also have two or more Excel listings in the menu by placing additional copies of the shortcut in the "All Users" folder mentioned above.
To finish, throw out the remaining shortcut on your desktop (of course, if you want an Excel icon on your desktop, just leave it).
Hope this helps. Take care. Regards.

Try working with My Computer:
Open My Computer
double-cl C:
double-cl Program Files
double-cl Microsoft Office
Do you see the program?
If so, right-cl it and see if there is an option to "create a shortcut."
If there is, choose it. It may go directly to the desktop or it may go to the end of the list.
If it goes to the end of the list, cut & paste it to the desktop.
Drag it down to the taskbar.
If that doesn't work, press and hold the Alt key while you drag the shortcut down to the taskbar.
Just be sure you are working with the shortcut and not the program or you might accidentally delete the program someday.

It may be under the Microsoft Office. Highlight that and all of the Office programs should appear (Excel, Word, Powerpoint, Access).
Otherwise, you'll have to use Windows Explorer to find the program and create the shortcut for it on your desktop.

Right Click on your desktop and click New Shortcut. Follow the wizard to create one for Excel. Drag it to the All Programs menu on the start menu. Also, you can go the program and drag it to the quickstart bar to get it there. Another way is to right click on the program and click copy. Wherever you want the shortcut, right click then click paste shortcut.

Go to My Computer and find it in the Programs folder. You need to find the program icon before putting it on the desktop or whatever. If you can't, reinstall it.

If you have Microsoft office installed, it should be in there for sure. Just click on the Microsoft office and you will see it. If you do not have Microsoft Office then you installed somewhere else or you did it wrong.
