Yes.

Each year, West Point accepts 200 students from the active duty military. Most go through the prep school, USAMAPS, but some are directly admitted.

You will need some things like an SAT, high school transcripts, current PT test and commenders recommendation.

The competition is tough, and the rules are strict. For example, you cannot be over 22 on July 1st of the year when you enter the school. Since 'non-com' implies at least a few years of experience, this might be a problem.

You must also be unmarried, no kids and of high moral character, blah, blah, blah.

Good luck.

He can not do it directly; however, if he knows a congressman he will definitely have some sway in your nomination. This is especially true if your commanding officer was a westpoint graduate himself . . . he had to get someone to appoint him. If your Commanding Officer is from the point, ask him to help you out. You may be suprised how much his input can influence the congressman into appointing you.

No. Applicant's must be recommended to and then appointed by either their US Congressman/woman or their US Senator. Not from their state representative's because the schools are military reservations and not on state property.

Also, the son or daughter of a Medal of Honor recipient can be appointed to one one of the academies...but I think that can also be done by Presidential appointment.
