less, because the skin is thicker.. only if you cut it open deeper will it bleed more

Because there are less nerve endings close to the surface of the skin when it is scarred. The scar tissue is thicker and therefore the nerves are further from the surface.

Scar tissue itself doesn't bleed (most often it is made up of collagen fibers that are avascular). Tissue deeper than the scar itself may, but you have to cut beyond the true scar tissue.
