No, her BMI indicates she's barely overweight. If she's muscular, the BMI is inaccurate and she is not even overweight.

Well, does she look fat? Does she have rolls? I mean, the question is pretty easy to answer by looking at her.
But if you want to know how normal her weight is then you can measure her BMI-Body mass index.
These are the measurements:
Underweight - BMI less than 18.5
Normal weight - BMI 18.5 to 24.9
Overweight - BMI 25 to 29.9
Obesity - BMI 30 to 34.9 (Class 1)
Obesity - BMI 35 to 39.9 (Class 2)
Extreme Obesity - BMI greater than 40 (Class 3)
And to find out what you are, you would need go to this site and put in her info.

Which I have already done for you: If she is 5'7 then these are the results:
Your Results
Your BMI (Body Mass Index) is 26.62, which means you classify as Overweight. Note that if you have a more athletic build, this could be over-estimated, since more of your body weight is muscle. If you have a less athletic build, then this BMI calculation may be under-estimated.
More Information
The BMI as a measurement of health has significant limitations. For instance, it does not take into account genetic history or habits such as smoking and drinking. However, it is useful in connection with several other measurements to determine your risk for certain diseases including diabetes and heart disease. It is important to consult with a doctor before basing any nutritional decisions on the results of this calculator.
What is the BMI?
The BMI (Body Mass Index) was developed by a Belgium statistician by the name of Adolphe Quelet in the mid-19th-century. It is an internationally recognized measurement of weight status, though the table which relates the numeric value to the actual weight status varies in several countries. We use the categories established by the US Department of Health and Human Services.

It's a little overweight, but not terrible. But then she could have a larger frame and lot of muscle and could have a perfectly reasonable body fat percentage. It's really hard to tell from just knowing her height and weight. No-one here could really know for sure. HTH : )

Maybe a little over weight, but I wouldn't say fat. I am 5'6" and can weigh up to 140ish without being considered fat.

She's full figured. I wish women wouldn't be so obsessed with being thin. Not every man likes skinny girls. I think a little extra weight is not bad at all, in fact they are more curvatious and soft, just how a woman should be.

most people who answered are way too nice. They must be afraid to hurt your sister's feelings or yours.
my answer: that is fat.
my advice: no diet. healthy meals with vegetables and exercise will do the trick in about 3-4 months.

She is somewhat overweight. Try the BMI Calculator (http://www.straighthealth.com/pages/tools/bmilb.html) and the healthy weight calculator to get a better idea (http://www.straighthealth.com/pages/tools/healthyweightlb.html).

that's a little on the bigger side, but if she's bothered about it there's no time like the present to get healthier. The real trouble with carrying extra weight is not how you look but how you feel about yourself, and the health problems that can be associated with it.
