(I like free things). There are several free options.
1. Use the online web service Google Docs. http://docs.google.com/ You can write the thing online and save it as a pdf.
2. OpenOffice is an office suite (word processor, spreadsheet, presentation, etc) which can export to PDF. http://www.openoffice.org/
3. Scribus is a desktop publisher which can export to PDF http://www.scribus.net/
4. Tomahawk PDF writer can export to PDF http://nativewinds.montana.com/software/tpdfplus.html
5. Install a PDF printer, which is avliable from the print dialog as an actual printer, but is not a printer in a normal sense. It "prints" the file to a PDF file. A good one if CutePDF http://www.cutepdf.com/
I hope that's enough options!

Actually, you can also use OpenOffice also which is free and has a Export to PDF option in its assortment of tools. I only think Word 2003 and above can print to PDF. I know Word XP does not.

if you are in microsoft word, you can just go to "print" and in the print window, select "save as pdf", make sure you add ".pdf" as a suffix to your file before saving, and there you go.
there are also websites that can make a pdf for you for free
