The formal title is a Wedding Officiant. Others that can marry you depend on the laws in your state but they are not limited to:
Justice of the Peace
Notary
Clergy
Officiant

It's an officiant. If you're planning a town hall wedding, you just need to get ahold of town hall and find a date and time in which a judge can marry you. You can check the yellow pages for officiants if you're not wanting to do town hall.
