Cyrus the Great created the Persian Empire by conquering and then incorporating the warring Persian and Medes peoples. The only decrees relevant to the process were those designed to ensure that the Medes were held to have equal status with the Persians. Darius accomplished nothing except getting defeated by Alexander the Great and having the Empire become part of Alexander's Empire, fortunately for the Persians, Alexander followed Cyrus' example and refused to treat the Persians as a conquered people.
