Graduated Driver Licensing in a Nutshell
The graduated driver licensing program aims to achieve these great results in a few ways. First, it requires all those under 18 to start out with a learner's permit, only driving with a licensed adult (21 or older) in the car with them. Teens need to have this permit for six months or until they turn 16 before they can move on to a provisional license.

The provisional license then lets teens drive without an adult―but not with more than one friend under 21 in the car with them. And they can't drive between midnight and 5 a.m.

The idea behind these restrictions is for the still-new driver to get more experience behind the wheel before they try to drive while being distracted by friends or driving late at night.

After six months, you can drive at night and with friends, but your license will still be provisional. There are also some cases where you can drive during restricted times, such as if it's necessary to get to work or take care of a medical emergency.

Well, he's your dad and you should just do what he says whether it is legal to have more people in your car or not. After all, even if the whole block of teenagers can have dozens of people in their car legally, you don't have that permission! He's trying to protect you from getting in trouble or worse, killing yourself accidentally along with all your friends. At least, this way, if you get in an accident, at most your only responsible for yourself and one other person. I actually do not believe I was legally allowed to have passengers at all, except for adults (over 21) until I turned 18, but I'm from Indiana so I don't really know your laws and ours may have changed since then. You obviously have a computer. Do some research on your local BMV web site. I'm sure it's there somewhere.

Honestly, I don't know the laws in the state of Texas. In the state of Florida you can have as many people in the vehicle that seat belts will allow.

It may vary for different states, but in PA when you're under 18 you can have as many people as there are seat beats. 5 seats belts = 5 passengers
