Is it ok if two people have a platonic relationship, and they play "footsie" together - as in putting their feet together, touching soles to soles, barefoot? Do girls normally do this with other girls without it meaning anything?

it means you love each other in a non-sexual way. and yep i think it is ok.

If you and he are close, then you need to be up front with him. Tell him that you've noticed his behavior, and that while you're flattered, the possibility of a relationship is nonexistent. He needs to know that she's your best friend and that you will do nothing to hurt her. He also needs to know that he should break things off with her if he's not longer interested in her. It will be a lot less harder for her in the long run. For now, I wouldn't say anything to your best friend. But keep an eye on this guy. If he starts flirting with other girls, its time to tell her what he's been up to.
