I'd like to send someone mail who cannot receive e-mail, and
it would be very convenient to simply e-mail the letter and have
it be automatically mailed to them, and debit my PayPal or
charge card.

That is a very good business idea. This would be perfect to add to a business that does other mailing and other similar services. Some dealers that handle DHL packages do all kinds of weird stuff. like that. A company like "MailBox Etc" would also be a perfect business to do this.

Would a DOLLAR per page be too much? (First class stamps are currently $.39) HEY, Photos at $2 might be a cool thing to do.

I would be surprised if there is not such a service, but billing for inexpensive services (such as remailing) is a pain. You might have to put down a deposit on account. A fairly small network of e-mailers can get snail mail delivered around the world within days by remailing from the destination country. Still most people can learn to use e-mail, and will do so if there is motivatiion to do so.

Or just print it out and mail it. That only cost $0.39

Pen, paper, envelope, and a stamp should do the trick.
