Yes, it's wrong. This is sexual harassment -- her supervisor is making unwanted sexual advances toward an employee who reports to him. It may be illegal; it is probably against the policy of the company your girlfriend works for.
Your girlfriend should probably contact the Human Resources department of the company she works for and start making inquiries there. It may well be that her boss has done this to other women and not been caught. It's wrong, it probably violates company guidelines, and it may even be illegal.
Do NOT lose that note. It may be evidence in a court case...

That's wrong. It's called sexual harrassment. She probably meant to save it. I'd store it away for safe keeping.
If you find that she is having late night meetings, business trips, etc. Look to see if she is getting increases in pay.. If she's not, she may be doing the matress mambo with her boss.
Then you need to turn a copy over to the boss's boss for investigation of sexual harrassment.
