Depends on the situation. It can go either way. I have often said it and just intended it as a general greeting. But I have also said it when I was very attracted to a woman and it was indeed "nice to see her". If a certain guy says it to you again, try to read his emotions and body language.

From a woman's point of view, I think most of the time they are being cordial.

it depends on the context of which it is said. it could be but then again it could not be. That also falls under something I recently just said "it's been great talking to you" some people would consider that flirting, others not. Personally i don't, so nice to see you works that way too, it all depends on the person. I think its just common curtosy.

can't really answer that completely. Personally, I know that anything I say could be judged as flirting if you intend it to be. sorry again about not fully answering
