unless you have a sterile needle and another person ex: a friend to do it, as a tatoo artist and piercer i dont recomend doing it on your own as there is such a high risk of infection.
If you do decide to do it yourself make sure you have cleaned the area with a disinfecting solution such as antibacterial soap. do not use alcohol on it. Its easiest to do the actual piercing lying down. make sure you have a surgical steel belly button ring and also make sure it is sterile. pierce your bellybutton from the bottom to the top and pull the needle through while putting the ring or barbell through. Good Luck and Try not to hurt yourself. Make sure you clean it at least 2 times a day and don't wear tight clothing or swim until it heals. it should take about 3 weeks - 6 weeks to completely heal.

Sterilise a very sharp and thick needle, sterilise the entire area around your belly button as well as your fingers that will be touching the area.
Push very hard on the needle to force it through the skin you need to move from the inside of your belly button moving down. You should Pierce the skin at least 3 mm inside the hole.
Remove the needle, now get the belly button ring you have purchased - stainless steel would be best, which you have also sterilised, and insert into the hole. Now sterilise the whole area again.
There is going to be a fair bit of pain and blood, so be prepared for this. It is also very very likely that an infection will set in, even if you sterilise everything. personally i think that it would be better to get it done by a professional but its your life and your choice.

don't. don't do it yourself if you have no idea how it is done. it's silly and probably you will do it wrong and screw it really bad, with more pain and risks then it's worthy and needed. search for a good piercer on your city and check out his studio, see if he's clean, if he sterelizes his stuff, and then do it there. you know, you get what you pay for. if you're going to get it cheap, you'll get a cheap and bad work. and if you're going to do it yourself to save money, you're risking a lot of pain, rejection, infections, misplacement, and scarring that will make it more difficult to do it right after, when you go to fix the problem you caused yourself.
buuuut, as wise words never work, to minimize the bad you'll do (because there will be someone to come here and give you wrong infomation), this site down there has the right info. please notice that the first thing they say is: "Warning: Having this document hopefully will make people think a bit harder about what they're doing so they can make the safest possible decision."

Don't try it. Belly button piercings are easily infected. Go to a professional, it's less than $25 bucks. If you're a minor and can't go to a pro, your mom is going to find out if you pierce it wrong or if it gets infected.

Do not do this!
My daughter did this when she was in high school [she is now 24]. It became infected and she did not tell me because she thought I would get mad. Needless to say, she became very ill; thank goodness we were able to get her medical care.
Talk to your parents and have them take you to a professional.
I hope you do realize that that, this too, is a fad and will NOT be in style in a few years---so, you will be stuck with a hold in your belly button.

the number one rule is go to a piercing shop where they know what their doing, if you do it on your own, you may need up hurting yourself and something could go wrong.

1.serious infection
2.scarring yourself for life
3.Any piercings these days require certified professionals
4. I can go on and on.. bottom line, your looking for trouble
