GIMP is not as powerful as Photoshop, but it's by far the best free photo editing software on the market. Everyone has given some great sites...I have a friend of a friend that got the newest one through "limewire". It apparently works great, warning this isn't legal as far as I know...I wouldn't personally do this but its an option and it is free.
