Send the cat to a kennel for a couple of days, tell the kids you gave the cat away because they wouldn't clean the box.

If they don't care, find a new home for the cat. If they want the cat back, then you know how to threatened them in the future; however, along with that threat should be loss of privileges and allowances. Stand your ground, you are the parent. Teach them that their actions have consequences more than just a bitching mama.

In my home, we always try to come up with 'natural' consequences for behavior. If the children don't like the natural consequences, it should be incentive to change the behavior.
1. Move the litter box into their room. When they decide they don't like the smell, they will change the litter.
2. Give them a chore rotation that includes cleaning the litter box with their towel folding, loading the dishwasher, unloading the dishwasher, sweeping and whatever else they do to help around the house. When it comes to getting their allowance, they have to show proof that the chores have been done (including a clean litter box) or NO allowance.
3. Tell them that if you beat them to cleaning the litter box, they will begin getting little 'presents' from the litter box where they DON'T want them.
4. Tell them that it embarrases you for the litter box to smell when people could come to visit any time. Let them know that you will be willing to think of ways to embarras them in front of their friends if the litter box continues to be an embarrasment to you.
5. As a last resort, tell the kids that the only way you have found to keep the litter box from smelling up the house is for the cat to quit eating so it will quit pooping. The catch is, that when the cat doesn't eat, the kids don't eat. Sorry kids. Then ask them if they can think of another way for the litter box to not smell up the house.
Those are just a few suggestions, try and come up with some 'natural' consequences of your own!

Get one of those self cleaning litter boxes.
Or tell them how to do it and tell them to do it or your getting rid of the cat.
Now if you got the cat for you and not because your kids wanted a cat for their pet then its your place to clean up after it not theirs. Who's pet is the cat? If its a family pet then everyone should take turns cleaning it including you.

do you give your kids allowance? Tell them they will not get it anymore unless they start cleaning the litter box. If they do not already get allowance...then assign them chores around the house including litter box cleaning for a weekly allowance.

Try offering them a reward. Not bribing, just something that they will enjoy. Do they get an allowance? If not offer a certain amount of money (depends on their age) for doing simple chores such as cleaning the litter box, and possibly sweeping up the cat fur. That's how my mom got me to do it, I get to buy one item of clothing for doing all of my animal chores each weekend if I do it. It works great for girls because we always enjoy new clothes. Good luck!

~^*Ask urself this question*^~
-Do you give them allowance. That worked for me.
Maybe you should get one of those automatic litter box cleaner. every half hour or so it scoop the clumps in a comparment then all u have to do is empty that, and fill the litter every once in awhile.

Easy, just don't let them go out with their friends or do extracurricular activities until the box is clean. It really isn't all that difficult, you just aren't enforcing anything.

I have a two bathrooms, one is for me and my wife and the other is the kids, and guests. I put the kitty box in their bathroom, to remind them what needs to be done. Good Luck.
