I usually wait till the guy notice and approach me. But if i think he's too shy to do that, I'd be the one to approach him and make friends with him. If he shows interest in pursuing me, good. If not, then id just be happy to have a new friend.

Ask him to go see a movie...it is the best casual dark place for "unsure" relationships...it gives him a chance to hold your hand, or........ besides if he doesn't make a move...there is always the nice chat during dinner about the movie. * choose an interesting movie...not a chick flick!

Personally, If you do like him, Flirt with him a bit, Talking to him and see where it goes from there, cause if he likes you he should get the signals from you and he should ask you out.
