No, you would simply be more powerful than the fish. You would not be a god. And the reason is that you did not create the fish and you are not eternal. You have a beginning and an end just like the fish.

What is a god, but a being more advanced than its underlings over which it has dominion? In a technical sense, as you created a hospitable environment in which the fish may live, you would be a god.
