It's build-up of various things when one does not wash in between their toes for an extended period of time. Things like lint, sweat, dirt etc. The term "toe jam" is disgusting though.

I thought sock lint was toe jam. Could it be some kind of cheese like substance that smells like belly button lint? I DON'T KNOW! Who cares

Toejam is that wonderful goo that ferments between your toes while you are wearing filthy socks week after week. It's totally thrilling to spread it on toasted rye or rice crackers and eat it when watching cartoons on TV.
