please help, i am NOT joking, i think my little female puppy who is 3 months is growing testicles under her vagina!! is this just normal flesh growth?? plz help!

Yes true hermaphrodites exist in the dog population. It is also possible to have a psuedohermaphrodite which is a dog that has one complete set of reproductive organs and also some characteristics of the opposite sex organs. I know that beagles are especially prone to psuedo/hermaphrodism, I'm not sure what other breeds are as well. It would be possible.
If she has some swelling in the area you should have the vet check her out.
