Good question :)

I guess a practicing Muslim is someone who abides most if not all Islamic laws and follows the guidance of the Qur'an. Secular + Muslim contradict one another.

I believe that the guideline one must abide by to be a Muslim are contained in the Quran and are not part of any man-made rules (i.e. the hadiths). Just because someone saw someone do something once does not mean it was right. Remember, the Prophet (pbuh) was A MAN - not a holy being.

The answer depends on your definition of secular. If you mean by secular the people who are liberal and believe that Shari'a and politics are separate then, he is on a great danger to exit from Islam.

Can not be generalized, their should be enough details about what he is practicing and shari'a (Islamic rules)
