Cool Whip is an oil based product. You can buy real whipping cream, which is a dairy product, and whip it yourself. Both are whipped toppings.

cool whip is a whipped topping but I think you meant to ask what is the difference between cool whip and whipped cream.
Cool Whip is basically an artificial topping made mostly of water and sugar with some milk proteins. It's shipped frozen and by the time it makes it to the supermarket, it's defrosted.
Whipped Cream is a straight derivetive of milk. It is whole milk, whipped until frothy with sugar mixed in during the process. If you keep whipping the cream you can actually get butter.
