Buggies generally don't go fast enough or are maneuverable enough to warrant these safety devices. If you are driving by, give them the right of way.

I lived in NY around alot of Amish people and as far as I saw, no child seats. That doesn't mean that some of them don't have them. A little more side info (even though you didn't ask), the buggies have what amounts to horns (bells) and headlights (candles) on the buggies. They also put reflectors and the hazard triangles on them so that motorized vehicles can spot them easier.

Non motorized vehicles don't require them. But it wouldn't shock me to find out they did. The Amish are conservative.
