I am in a similar situation. Just be friends with her, for now. After all, if things don't work out, you can make your move. Look somewhere else.....for now.

There is no way that this could turn out good.
If you start dating this girl, and she continues to stay with her boyfriend, there will always be an under-lying fear of her doing the same to you if you ever get together exclusively in the future.
If she dumps the guy for you, who's to say she won't dump you in the same way?
It's always good to give someone time to heal between realationships. That way they are ready to start fresh with you and don't have baggage that they need to deal with.
Has this girl led you to believe that she is unhappy with her currant boyfriend and that she is interested in you? If not, just be her friend. If you are meant to be with her, it will happen in the future. If not, there are plenty of other girls out there that are single.
