I'm not sure why you drew so many lame answers, because this is a very good question!

The general answer is: no. If you take two identical people and make one of them 10% stronger, the stronger person will run faster. I have seen studies that reinforced this fact. However, the reason why you might question this is the loss of flexibility that many bodybuilders gain with larger muscles. The point being: you want STRONGER legs, not necessarily bigger ones.

Strength can be increased through faster, lighter reps without adding much bulk. This also tends to increase the percentage of fast twitch muscles (vs. slow twitch ones) that are associated with faster speed.

It's the physical conditioning that was our downfall. In fact, we weren't meant for running, just standing. If you look at our ancestors, the apes, they don't move so fast on two legs, but hey they are smart and so are we. They can reach and stretch and use thumbs, but not really run. Oh yeah, you can outrun a Gorilla if you can run 27 miles per hour for about 2 to 3 hours. And that's running like the fastest runner alive and with the endurance of a camel (maybe even 2 camels). We are slow because, unfortunately our brain does have some limits, accept it, there's no way around it. There are other factors too though, which I think are much stronger reasons as to why human are so slow, such as our natural body posture and the shape of our feet and legs. Notice how the shins of an ostritch or cheetah are shaped? They look reversed (can't find the right word) compared to ours. I'm just generalising.

Muscular legs can't slow down ur running speed unless u call FAT a musal

Like the frist person responed
But that dose not make a diffrence eather
You just have to train your self to run
Little by little you will notice you will get faster and faster
It is a great way to get in shap

At some point really big muscles will slow you down because it is more weight. If you are training for speed, just push your speed, but don't worry about how you are built. Don't try to lose muscle mass, that will slow you down.

No way! I'm the # 1 xc runner @ my school and my legs are like that. They do not slow you down, they helped me win a gold medal!!

does for me. I was in the army. when I was underweight I had trouble with the push-pus and sit-ups but could run OK. then I gained and got a bit over weight then push-ups and sit-up where easy but couldn't run.
