You simply apply for a builders title.

no matter what state you live in, you cannot apply for a title to a vehicle with the owners information. you need their name, year, make, model, and vin on the car. if you try calling the department of motor vehicles they will ask for the vin number of the car and then you have to tell them the owners name and some info before they will release any information to you over the phone.
