I heard about one on Tv where a foster parent sued the casewrker (not the system) for neglect and won. If you sue the system, you will lose. Hate to load that on a caseworker, because they are holding too many cases, but maybe they'll change the system.

Well first of all don't go to a lawyer because these are not your kids and you also don't really have any purpose for a lawyer.
In any place, (I live in Canada) processes for a child to get professional couselling/therapy generally takes a long time. And then when they do get it, they only get like 10 sessions or something like that (Like that many sessions are going to get rid of years of whatever the child went through, but ANYWAYS thats a different topic)
My suggestion to you is talk to the kids social worker, if that is not working ask to speak to their supervisor and continue to go up that ladder until you get an answer.
As for the siblings moving into your house there may be a reason that you are not aware of as to why they are not in your home now. I think that siblings should be together but sometimes there are underlying issues and you just have to be patient. As much as everyone would like to know everything about their foster childrens life, foster parents sometimes don't even know half of it! My advice on this is to have your children visit their siblings often so that the sibling bond can be maintained.
Hope this helps.

The foster program of any state is woefully understaffed and underfunded. They are bogged down by incredible amounts of bureaucracy. My husband and I were foster parents for a private Catholic charity. The system was a little better, but still much room for improvement.

I wish you joy, dear one.

You should try to find a nice lawyer that will help you pro-bono.
