You posted your question under New York City, but you used the British spelling "cheques" instead of the American "checks". I don't know for sure where to buy traveler's checks in non-US locales.

In New York City or elsewhere in the US, you should be able to walk into any bank and buy traveler's checks. Pay cash. They will charge a fee of $1.00 to $2.50 per $100.00.

The AAA (American Automobile Association) lets its members buy travelers checks at their face value, without any added fee.
