she might be scared or awkward, or maybe she's REALLY in a hurry and was try to act polite but really had to leave. maybe she anticipated your next question and didn't want to have to answer it (for some reason). There's a whole host of things that can happen depending on the time and scenario.

maybe she's shy? and not that she deliberately walk away from you. maybe she really didn't see you. approach her once more. maybe she lack of confident. convince her with your sincerity. tell her that you're looking for an everlasting relationship and not just a fling. goodluck.
if she's not interested, give up and move on. you might find others much better than her.

maybe you need some more confidence. If you go up to her before she walks away mabey you can get a date. she might not like you b/c you just let her walk by everyday. you never know until you try. man up

Try calling out her name.
I hate to say it, but maybe she does notice you, and she just wants to avoid an akward situation by avoiding you.
