Mexico, which annually deports more illegal aliens than the United States does, has much to teach us about how it handles the immigration issue. Under Mexican law, it is a FELONY to be an illegal alien in Mexico

The Mexican constitution strictly defines the rights of citizens – and the denial of many fundamental rights to non-citizens, illegal and illegal. Under the constitution, the Ley General de Población, or General Law on Population, spells out specifically the country’s immigration policy.

If the United States adopted such statutes, Mexico no doubt would denounce it as a manifestation of American racism and bigotry.

Mexicans are with strong nationalism, cultural self-identity, paternalism, and state power and is clear when treating foreigners. Mexico's constitution contains many provisions to protect the country from foreigners, including foreigners legally resident in the country and even foreign-born people who have become naturalized Mexican citizens. The Mexican constitution segregates immigrants and naturalized citizens from native-born citizens by denying immigrants basic human rights that Mexican immigrants enjoy in the United States.

Article 33 - Foreigners are those who do not possess the qualities determined in Article 30 ( Mexican nationality acquired by birth or by naturalization)They have the right to the guarantees of Chapter I of the first title of this Constitution, but the Executive of the Union has the exclusive right to expel from the national territory, immediately and without necessity of judicial proceedings, all foreigners whose stay it judges inconvenient. Foreigners may not, in any manner, involve themselves in the political affairs of the country

Mexico has a hierarchy of laws. In this, the Constitution is above and beyond all other laws (including the Ley General de Población). The Constitution guarantees basic rights to people ON ITS LAND, regardless of origin and migratory status. Basically, the only rights it denies to non-citizens are the right to vote and be voted and go into the army! Since in this hierarchy Constitution comes first, other laws cannot override it. This is not an answer to anything (and I don't get if you're actually posing a question), merely something your post wasn't accurate about and I'd like to point out.

And I do agree with the person that says that part of why the problem's so bad is American policy to start with, it's too lax, too easy to come here. 99% of illegal aliens that Mexico deports were just passing through while going to the US. True, Mexico's where they're entering the US, but do you think all illegal immigrants are Mexicans? Think again... you'd be surprised.


A little update regarding fanofkeanur's answer below. Though what you say is right, article 33 is not what's applied to illegal immigrants. The Population Law is what regulates illegal immigration. Even though Mexico deports illegal aliens practically every day, Article 33 of the Constitution is applied very, very rarely. It's what's referred to as "applying the 33". It's applied to foreign legal residents of the country who, for some reason or another, are not "welcome" anymore. Last (and only) time I remember this happening was last year when Venezuela's President Chavez started hurling insults and veiled threats at President Fox. The process stated in Article 33 took place and it was decided to expel the Venezuelan ambassador in Mexico. He was given 72 hours to leave the country, he left, and that was that.

Also, as I said before, the same Constitution establishes in its very first Article basic rights available to ANY person on Mexican land. This same Constitution states that naturalized Mexicans gain all of the privileges as Mexicans by birth have so they can participate in government, go into the military, etc. The only difference is that acquired nationality can be lost when naturalized Mexicans accept nobility titles of a foreign country. True, it's a difference from Mexicans by birth but it's never happened so I wouldn't call it segregating, though this is just my opinion.

I'm not defending any side of this charged issue, just getting a few facts straight where I'm seeing some inaccuracies... I'm a Mexican lawyer so Mexican law is what I know best, so it's what I'm hoping to bring to this discussion.

You don't want to see the outcome if Mexico decided not to enforce their southern border. You think immigration and the drug trade are bad now.

Btw US policy is the reason Mexico's southern border is the way it is.

Mexicans citizens are worst than all of us!! Because the politicians, police, governors and that includes the Mexican president are crooks!! They all Rats!! As soon as you cross the border they robbed you blind!!

nope!!!!!! you are wrong i have the mexican constitution and i have read it and it says nothing about it being a FELONY to be and illigal immigrant and they dont deport more people that the U.S.....get your info STRAIGHT and i also asked my dad wich is an expert in politics and mexican and american gov and he also said your wrong..... as i said again before GET YOUR INFO STRAIGHT!
