Maybe she's just a bit tired. My 9yr old daughter is like that sometimes too, and she had a spot a little while ago. Everybody started wailing puberty puberty! I just put her to bed earlier and checked she wasn't reading too late, they still need a lot of sleep at that age. She's not so whiny now. I reckon it was just tiredness in my daughter's case.
However, other girls in my daughter's year strated getting underarm hair 2 years ago (they were only 7 at the time!) and Alice says she's the only without boobs - well bumps. Seems pretty young to me, maybe I was a late starter!

My daughter is also 9, and sometimes during the month she will get emotional. I think its hormones starting to appear. Try and keep track of when she gets like that, then maybe you can see a pattern. Like we get emotional a few days before our periods. I've been considering having the talk of periods to my daughter, since it seems like girls start alot earlier than 12.
Good luck!!
