What exactly is the situation described, what is "cut off," what happens to each of the two cars, and how is it annoying or dangerous, on what areas of a road does it occur, and how can I avoid doing it or having it done to me?

That means that somebody abruptly merged ahead of you, usually without any indication or meaning. To avoid being "Cut Off" you should surrender your license and sell your vehicle because there is absolutely nothing you can do.
except tailgate at all times.

There is no way to avoid being cut off the act of being cusdt off is when a car pulls infront of you way too close or if you go to turn a certain way and a car turns in fron tof you all you can do is practice defensive driving

cutting off means just that, usually they cut in front of you so close that you have to swerve to avoid them or slam on the brakes to avoid hitting them, or they cut in front of you when you are waiting in line to get on an on ramp etc. The first of course is vastly more dangerous than the second because they can easily cause you to get into an accident.

There will always be someone out there whom is impatient and will do stupid things. When someone does that to me - I just let them do it (smiling) and think in my mind 'one day someone will not be as nice and you'll end up getting hurt'. Years ago, a young man was driving very fast, weaving in and out of traffic. I thought to myself 'he's going to end up in an accident one day' and about 50 miles down the road there was the car - upside down, in the ditch, another car had been hit and the police were there. When people do stupid things - it all catches up with them someday.

when someone gets into your lane right in front of you causing
you to brake suddenly. always leave plenty of disatnce between you and the car in front of you. The only way to avoid is to keep
an eye on the cars around you, if someone has there blinker on
and you dont see it, they will probably cut you off

some looney tune just decides to come up from either side and swirl right in front of your car, usually without signaling. its a pain and dangerous because sometimes u need to slam ur breaks. dangerous? u betcha

its when you are driving and there is a space in between u and the car in front of you and someone in the other lane drives into it without u knowing. and then youre like "oh he cut me off!"

When I say it, it means someone cut within mere inches of the front of my semi, causing me to have to hit my brakes.
