Halogen headlights are very bright, but should not blind on-coming traffic....If they do, then chances are that they are not adjusted properly, or the vehicle may not be loaded properly...i.e. something heavy in the trunk will lower the back of a car, and consequently raise the front, making the headlights appear brighter.

They allow them because they are less draining on the battery. They are supposed to be pointed at a certain angle so that they shine down at the road a certain distance in front of the car but also pick up the road to a certain degree, unfortunately people who can change the bulb not the entire assembly ignore this fact and believe ok it's in and leave it at that, hence the bright blinding light, done properly it should not hit the eyes unless you're facing the lights and they go over a rise and you don't, then you should be blinded but only for a second.

To light up those beautiful brown eyes of yours. Seriously they light up the road better. There are newer headlights that are even brighter and they have kind of a blue tint to them. Those are some real blinders.

Halogens have been standard issue since around 1980.

The HID's you may be refering to are legal, or they wouldn't be available. They too are standard issue on certain model cars.
