Agree with the short answer - yes. Howerver they have been working on so many reforms since 2012 that even Wikipedia has put an article about Gambling in Germany on hold. There are regions which allow one type of gambling via a certain channel and those that allow another type via a different channel like online gambling for luck games is allowed (e.g. http://automatenspielex.com/) there are those that disallow luck games altogether but instead allow skill based games (e.g. poker) and so on. It is difficult to say whether it really is legal and to what extent but a short answer remains - yes due to the overwhelming part of it being legal.
