Does he know that you consider him your boyfriend, and what that means to you? Some folks have very different ideas about dating and boyfriend/girlfriend status, and it's important that you're both on the same page.
Let him know that his behaviour (or lack thereof) bothers you, what you were hoping for out of the relationship, and give a few small suggestions for things he could do to reassure you that he is interested in you romantically.
At this point, you need to be prepared for him to walk. If he does, let him go, because in such a case he was never going to make you happy. If he stays, does he take your newly communicated feelings and hopes into account - does he take any of your suggestions, or ask for others? If he does, he's a keeper. If not, then the two of you simply aren't right for each other, and better to walk now than later.

Find a new guy that wants to be your boyfriend. Maybe you and him have different ideas of what a boyfriend does.

Well have you tried asking him if he considers you his girlfriend? Not trying to sound mean, but maybe he is not seeing you as his girlfriend thus is not treating you like a girlfriend.

what do you think? sit his a down and tell him how the f you feel. if that dosen't work, then leav his sorry a and find a guy who will actually show and tell everybody that you are his.
