Because most restaurants that give free refills are chains and can afford the free refills. However, most Asian restaurants are family owned, and they can't afford the free refills. Notice that they often give you real soda from cans- they aren't fountain drinks.
Fast-food Asian restaurants that are chains (e.g. Panda Express) offer free refills. The Panda Express and fast food Japanese restaurant near my house both offer free refills.

Did you mean free soda refills or free plate refills? The former is more likely what you meant; in that case, I agree with you that most Asian eateries don't give free soda refills. Hey, they need to make some profit, you know. Their food is so cheap already. The profit margin is so thin. About free second food servings, there are all-you-can-eat buffets. Try them! Be reasonable. If you pay for one plate of fried rice, you get one plate. Same thing with pasta if you go to a ristorante italiano. Don't you think?
