I'd recommend the plastic surgeon, if everything else is equal.

But -- and this is important! -- you need to find out how many successful surgeries like yours that each doctor does every year. You want to find someone who does the same procedures all the time and has a superior track record. That's what matters most.

Don't let membership in a particular academy sway you. They have to have currency and documented skill.

An otolaryngology specializes in ear, nose and throat (not eyes and face in general).

Secondly, their work is of a functional, non-cosmetic nature.

It's always advisable to go to a doctor who specializes in the type of surgery you're looking for because they've been trained specifically for what you want, and have likely had extensive training and experience that a non-specialist lacks.

I'd find out if the plastic surgeon you're interested in seeing is credentialed and reputable. I'd ask for phone references for some of his patients.

Good luck.

I had my nose done this year and I can breath. YEAH.
I would like a full face lift in about 5 years... my skin is saggy, its a genetic thing. I'm really pretty and I want to stay that way.
Of course- its me that loves me....its not perfect for others.

Learn to love yourself, and skip the operation. Use the money and time for something fun.
