I don't know about South Louisiana, but here in North LA, we have a newspaper that comes out once a week, called "The Inquisitor" It has mugshots and charges of every one arrested in 3 parishes.

I don't know about New Orleans and Louisiana as a whole but, in Illinois if the person has been bad enough and been booked in many cases you can check with the Department of Corrections website. Where you can get a real nice picture of the person.
