He most likely likes you like you like him. SO MANY LIKE - Goes crazy - Anyways. Or then again it could be he is looking at someone behind or beside you. You can never be too careful, you don't wanna look stupid and smile and wave when he's looking at someone else. When you are sure he's looking at YOU, look back and smile. He'll get the hint you are into him also.

Hello, Maybe he sees you looking at him & wonders if you like him! Why did he pick you?
