bi-lateral is an agreeement between 2 parties. NATO is a military agreement/treaty among a dozen or more Western countries. If NATO agrees as a body to do something, it's actions as a group would not be unilateral (one party agreeing with itself do attack and destroy someone...kinda like N. Korea). I think the BILATERAL aspect of a NATO decision would not be a useable word in something they did...unless NATO made a decision with another group such as the defunct Warsaw Pact.

Exactly what it says, an agreement between only two countries without any intervention or participation from any other countries.

Maybe you should look up the definition of Bilateral?

Bi: two
Lateral: side

Two sided, it means both benefit in some way or another.
