They didn't all have curly hair. It was the STYLE for well to do men and women in Rome to curl their hair. And they did this using their own equivalent of a curling iron...a poker of metal heated on a fire until it was warm, and then wound up into the hair for a few seconds to "curl" it.
The middle eastern nations also had the style of curling their beards, in the same way.

It was the fashion with the Romans to get their hair curled in beauty salons found usually attached to warm water baths where Romans from various social classes go for application of oil on the body and hair. This oil make the hair curly.

That is how they were portrayed by the media; movies & documentaries etc based of course on drawings & illustrations. Romans belong to the mediterranean and this part of the world which includes Southern eurpean and north african countries are usually charactirized with slightly curly hair, dark complection etc.
Of course not all had curly hair, some had straight, others were blonde etc. Think of a scandanavian for example; what is the image that pops first to your mind?
Tall, blonde, straight hair - right? well, that is what we do to the romans and all other socieities :)
PS: Do not forget they did not have brushes during that period
