Because the big bosses in both US (corporations marketing and importing the products) and China (manufacturers making the products) wants to make the biggest profit for their pockets. All the Chinese made products sold in US are for the US companies (P & G, Wal-mart, Target, GE, Rubbermaid, etc., etc.). That's how they can afford the CEO's fat wallets and big mansions. Neither the Chinese workers nor American workers are better off by this.

First of all, let me just say I HAVE ACTUALLY LIVED IN CHINA AND I UNDERSTAND HOW THEIR FINANCIAL SYSTEM WORKS.
I lived in Shanghai for 2 years - I speak read and write Chinese.
First of all, the Chinese YUAN = 8.277 compared to one US DOLLAR.
$1 = about 8 Yuan on the street.
In China there are about 1.6 Billion people.
In China there is an INFLATION of Human Labor due to the large number of people. That is the primary reason many people leave the country for work (that and the oppressive government).
American corporations must pay Americans federal minimum wage which is the minimum they are allowed to pay employees, but, no specialized emplyee would accept less than $8 an hour so corporations are forced to pay higher wages.
HIGHER WAGES = LOWER PROFITS.
The entire aim of a corporation is to get as much profit as possible to make the stock more affluent.
These numbers of .25 cents an hour are bullshit. The typical Chinese worker in China who is not living in poverty - say working in a Mcdonalds or food service in China makes about $10 a day...or possibly $7000 a year for full time work. However, this is a small percentage of the population since in some parts of China there are people who make far less than $100 a year - some provinces such as AN HUI, and XIN ZHANG are extremely poor and workers travel cross country for work.
Besides the fact American comkpanies can simply PAY THE CHINESE PEOPLE LESS for virtual SLAVE LABOR keep in mind that since 1950's, America has been switching its industry from manufacturing to SERVICE. That means that rather than actually make plastic and metal parts we allow countries like China and Japan's steel to be imported as a way of building RELATIONS and helping develop economies of other countries while pushing our right wing christian ideaologies upon them and snatching up their women for intermarriage.
The other thing is that recently, many service jobs have been outsourced due to the INTERNET and COMMUNICATION TECHNOLOGIES reducing the virtual size of the world so that TRADE is an "every other day thing". Most items are shipped on airplanes which take about 25 hours to make major deliveries at best, 1 week at worst.
Factor in all the advantages of slaving people for low wages and not having to pay insurance liabilities to these third worlders and you have a PROFIT GENERATING SYSTEM.
Does this help answer your question

Because labor is extremely inexpensive.
Soapin's estimate of $0.25/hour is generous, actually. I had a situation at work where my boss wanted to give an employee a reward of $1000, but it was not allowed. They told us that this would be more than the Chinese employee's annual income.

because of the lowest production cost which means the product can be sold at lower price and still gain some profit.

Are you serious? The sweat shops over there pay like $0.25 per hour, so even after importing the crap, our greedy businesses can make HUGE profits! You don't think Wal-Mart got as big any other way do you? ;)
